For a man evangelizing for change in San Francisco, owning a condo that used to be part of a church comes in handy. Last year, he scooped up the $3.95 million space near the city’s palm-tree-studded Dolores Park to hold events like this one — events he hopes will shift San Francisco from its idealistic progressivism toward nuts-and-bolts centrism. Moreno won the Republican nomination in last week’s primary and he did so by aligning himself with Trump. Gallagher follows Rep. Ken Buck, the hardline Colorado Republican who resigned early in frustration over Republican election denialism and because House lawmakers are unable to set aside differences to get much done.

The Republican Main Street Partnership, a group that supports center-leaning House Republicans, plans to direct half a million dollars into a bid to defeat Representative Bob Good, a hard-right lawmaker from Virginia, making an unusual push to oust a sitting Republican member of Congress. The move is notable not just because the group, through its campaign giving arm, is inserting itself into the kind of intramural fight against an incumbent that it typically avoids. Its Capitol Hill headquarters serve as something of a counterweight to the Conservative Partnership Institute, which operates nearby as the nerve center of the right. Prime Minister Rishi Sunak of Britain could find himself in a familiar predicament after his Conservative Party went down to defeat in parliamentary elections in two districts on Thursday: isolated, embattled and the subject of whispered plotting by restive Tories bent on pushing him out for a new leader. The crushing loss of two seats in once-reliable Conservative areas capped another dismal week for Mr. Sunak. Economic data confirmed on Thursday that Britain had fallen into recession at the end of last year, undermining one of the prime minister’s five core pledges — that he would recharge the country’s growth. Yet the scheming against Mr. Sunak, analysts said, is no more likely to go anywhere than it has during his previous leadership crises. However desperate the political straits of the Conservatives, they would find it hard, at this late stage, to replace their languishing prime minister with someone else.

A core group of negotiators have been laboring for nearly two months over changes to U.S. border and immigration policy and hoped to unveil the legislation later this week. House Republicans have fought bitterly over budget levels and policy since taking the majority at the start of 2023. Former House Speaker Kevin McCarthy, R-Calif., was ousted by his caucus in October after striking an agreement with Democrats to extend current spending the first time. “We’re not going to get everything we want.”Most House Republicans have so far refrained from saying that Johnson’s job is in danger. In Thursday afternoon's vote, 107 House Republicans voted to keep federal agencies funded and 106 voted against the measure.

President Biden signed the country’s first major climate law and is overseeing record federal investment in clean energy. An incumbent hasn't lost his party's presidential nomination since Democrats passed over Franklin Pierce in 1856. The last speaker who prevented a shutdown, Kevin McCarthy, was booted from his position by Republican extremists for working with Democrats to pass a stopgap bill. Mr. Johnson might have tried to appease the howling kennel on the far right by throwing it a treat in exchange for support, as he did with the I.R.S. There were no policy riders or crazy demands for cuts, and as a result, all but two House Democrats voted for it. The far right never trusted Mr. McCarthy, but feels a kinship with Mr. Johnson’s fringe cultural positions. The stopgap bill is weird because it punts that fight to two dates.

WASHINGTON, Nov 13 (Reuters) - U.S. House of Representatives Speaker Mike Johnson's plan to avoid a partial government shutdown secured tentative support from top Senate Democrat Chuck Schumer on Monday, even as some of Johnson's hardline Republican colleagues pushed back against it. Without changes, the Texas Republican said he would oppose efforts to bring the bill to the floor. The bill is intended to pressure the House and Senate to agree on spending bills for fiscal 2024 by the assigned dates. Johnson warned Democrats that House Republicans would impose a full-year CR for 2024 "with appropriate adjustments to meet our national security priorities" if Congress fails to reach agreement on full-year spending. Failure to hit that benchmark led to McCarthy's ouster, but some House Republicans suggested Johnson deserved more time.

"This two-step continuing resolution is a necessary bill to place House Republicans in the best position to fight for conservative victories," Johnson said in a statement after announcing the plan to House Republicans in a conference call. The House Republican stopgap contained no supplemental funding such as aid for Israel or Ukraine. She said "House Republicans are wasting precious time with an unserious proposal that has been panned by members of both parties." A stopgap measure would give lawmakers more time to implement full-scale appropriations bills to fund the government through Sept. 30. McCarthy opted for the bipartisan route after hardliners blocked a Republican stopgap measure with features intended to appease them.

Johnson can afford to lose no more than four Republican votes from his slim 221-212 House majority on legislation opposed by Democrats. But he is under pressure from Republican hardliners to lumber any CR with spending cuts and policy riders Democrats uniformly reject. "If there's any kind of CR, there has to be spending reductions," Representative Chip Roy, a prominent conservative, told reporters.
